JAKARTA--Kementerian
Keuangan menilai usulan Kementerian ESDM untuk menyediakan fasilitas insentif
fiskal berupa fasilitas penangguhan pajak untuk jangka waktu tertentu (tax
holiday) apabila harga batu bara internasional menyentuh US$60 per ton tidak
mungkin untuk diterapkan.
Plt. Kepala Badan Kebijakan
Fiskal Kemenkeu Bambang P.S. Brodjonegoro mengatakan tax holiday tidak mungkin
diterapkan untuk industri sektor batu bara.
"Wah, sekarang saja
royaltinya masih kekecilan, kok minta tax holiday. Tidak mungkin lah,"
ujarnya di kantor Kemenkeu, Jumat (14/9/2012).
Berdasarkan PMK No. 130/PMK.011/2011
yang berlaku sejak 15 Agustus 2011, PMK No. 130/PMK.011/2011 yang berlaku sejak
15 Agustus 2011. Sektor yang akan diberikan tax holiday adalah industri pionir,
yakni industri logam dasar, pengilangan minyak bumi dan atau kimia dasar migas,
permesinan, sumber daya terbarukan, dan peralatan telekomunikasi.
Selain itu, industri yang
mengajukan tax holiday harus mempunyai rencana penanaman modal minimal Rp 1
triliun, menempatkan dana paling sedikit 10% di perbankan Indonesia.
Seperti diberitakan Bisnis,
Wakil Menteri Energi dan Sumber Daya Mineral Rudi Rubiandini mengatakan negara
siap membantu jika harga batubara menyentuh nilai di bawah US$60 per ton.
Adapun bentuknya
dimungkinkan berupa tax holiday. Insentif pajak tersebut, diusulkan berlaku
sampai harga batubara berada di posisi yang normal agar perusahaan batubara
tidak bangkrut. (msb)

of Finance : No Tax Holiday for Coal Miner
JAKARTA: Ministry of Finance
viewed Ministry of Energy and Mineral Resources’ proposal to provide fiscal
incentive in a form of tax holiday for coal miner is unlikely to happen.
As known, Ministry of Energy
proposed for tax holiday to coal mining company if the commodity global price
touches US$60 per ton.
“No tax holiday for them as
their royalties are minimum,” said Acting Head of Fiscal Policy Agency of the
Ministry of Finance Bambang P.S. Brodjonegoro on Friday (9/14/2012).
Based on Ministry of Finance
Decree No. 130/PMK.011/2011 valid per August 15, 2011, sectors who may obtain
tax holiday are primer industry like basic metal industries, petroleum refining
and or basic chemical of oil and gas, machinery, renewable resources, and
telecommunications equipment.
Sectors who proposed for tax
holiday should have capital investment plan for a minimum IDR1 trillion and
saving at least 10% of the fund in national banks.
Earlier, Deputy Minister of
Energy and Mineral Researches Rudi Rubiandini stated the government is ready to
help if coal price reaches below US$60 per ton.
The facility might be in a
form of tax holiday. Tax incentive was proposed to force until the price of
coal is in the normal position to avoid bankruptcy. (T05/msw)
